FONTUR — National Tourism Fund

FONTUR did something very few funders dare to do: it not only put up the money for the country's biggest bet on rural tourism training, it also demanded measure whether it really changed lives. It commissioned an independent impact evaluation from the joint venture Econometría–SEI, which tracked the 2019–2021 cohorts with 613 surveys across 72 municipalities in six regions of Colombia.

The verdict was emphatic: the training raises graduates' income by 57% (about COP 383,316 more a month), cuts the odds of being unemployed and turns participants into entrepreneurs in their own region. Very few educational initiatives in the country can show such solid evidence that they work.

It is not a pretty promise: it has been measured with scientific rigour.

MinCIT — Ministry of Trade, Industry and Tourism

Behind every place there is a decision by the State: to bring quality education to the rural Colombia that tourism usually forgets. MinCIT leads the Agritourism Scholarship Programme with the methodology Learning by Doing, offering 1,000 places a year in small cohorts of around 125 people, for learning that is close, hands-on and real.

And the most powerful part is what happens after the diploma: the knowledge does not stay in the classroom. The 86% of graduates apply what they learned and 87% share it with their community, creating tourist routes, new ventures and a sense of pride in what is theirs that spreads from neighbour to neighbour.

A scholarship that does not train one person: it lights up whole communities.

ICA — Colombian Agricultural Institute

There is a way to multiply impact by thousands: not training one producer, but training the people who train the producers. With ICA we train its extension workers and rural instructors — the professionals who take farming know-how to every corner of the country — in the advanced diploma courses Rural Trainer of Trainers y Animal Health Extension.

In 2024 alone we trained 96 of them, with satisfaction ratings close to 100% in technical training, and in 2025 we launched version 2.0 of the programme. Every extension worker trained passes on what they learned across hundreds of farms: the effect spreads like ripples on water.

ADR — Rural Development Agency

In the countryside, unity is not an abstract value: it is the difference between barely surviving and genuinely thriving. With the Rural Development Agency we train small and medium producers in cooperative association and organisational strengthening, teaching them to organise, set up cooperatives, negotiate better and compete without leaving anyone behind.

In 2023 we graduated 402 people who now weave productive networks where before there were only isolated efforts. That cooperative spirit turns into very concrete things: better prices, greater market power, access to new channels and roots deep enough to keep families from leaving their land.

Ecopetrol (with Fundación GE)

Real corporate social responsibility does not stay in a report: it leaves a mark on the ground. With Ecopetrol and Fundación GE we took the Field Schools and Vocational Diploma in Agriculture and Livestock to producers in the company's areas of influence, handing out technical kits and giving real support.

And we add volunteering days that build the future quite literally: two greenhouses raised at rural schools in Ubalá and Medina, where children now learn to grow their own food. Corporate cooperation you can see and touch, still bearing fruit long after the project ended.

SENA — National Training Service

SENA and PANACA share one obsession: turning knowledge into jobs and businesses. We are partners in the SENA TecnoAcademies with the "Significant Experiences for Innovative and Shared Work" programme, bringing innovation and technology closer to young people in the countryside.

And as an institution of Work-Oriented Education (ETDH) certified, we open the door to Fondo Emprender, the seed capital that lets our graduates stop dreaming about their business and start building it. Because for us training does not end with the diploma: that is where it begins.

ARN — Agency for Reincorporation and Normalisation

Few things say more about a country than the way it reintegrates those who laid down their weapons. With ARN (formerly ACR) we train people in the reincorporation process as agricultural technicians, using the countryside as a setting for reconciliation: there, among animals and crops, trust, dignity and a plan for life are rebuilt.

340 people found a second chance in the land, through a rurally focused model we have run since 2015 and which is today a benchmark for peacebuilding in Colombia and worldwide.

APC Colombia — Presidential Cooperation Agency

For Colombia's Presidential Cooperation Agency to pick your model as a Good Practice is not a formality: it is a national seal. It means what PANACA does is measurable, repeatable and worth exporting to other regions and other countries as an example of cooperation that works.

That recognition opened doors: today the model Learning by Doing is expanding to more than 12 countries, taking Colombian rural education to the world and establishing Quindío as a global benchmark for transforming the countryside.

IOM — International Organization for Migration

When a United Nations organisation holds up your work as a benchmark, it is because you are doing something others should copy. IOM gave international recognition to the rurally focused reintegration model of PANACA: a different — and deeply human — way of rebuilding lives after the conflict.

With USAID we went a step beyond sustainable tourism: we developed the Advanced Diploma in Regenerative Tourism, which trains communities not merely to avoid harming ecosystems, but to actively restore them.

It is a new way of understanding the relationship between people and their surroundings: tourism that heals the land, energises the local economy and gives back more than it takes. International cooperation at the service of a countryside that regenerates itself.

UNDP aligns human development with global targets, and that is where PANACA fits as a key piece: every person trained in the countryside is concrete progress towards the Sustainable Development Goals and towards a peace built from the ground up, not from a desk.

Reducing poverty, closing gender gaps, caring for life on land: these are not distant goals when every graduate makes them real in their own village.
